According to Laporan Tahunan 2009 SPR, 279,490 new voters were registered last year. With more than 4.3 million eligible voters yet to be registered, the number of new voters registered in 2009 is extremely small, only 6.5%. Not sure how Najib would rate SPR, but to me their KPI is definitely a FAIL. If SPR cannot improve their efficiency, they should seriously consider to implement automatic voter registration.
（雪兰莪‧无拉港18日讯）沙登国会议员张念群披露，虽然全国未登记的选民人数有430万人，但选举委员会在2009年只成功为27万9490人进行选民登记，占总人数的6.5%，属不合格的关键绩效指标（KPI）！
她补充，选举委员会在2009年期间获得中央政府拨款 4581万1721令吉来进行选民登记，若从他们只成功为27万9490名选民登记来换算，也就是每名选民的登记费用为163令吉她说，虽然截至2009年9月30日，已登记的合格选民共有1108万5863人，可若根据选举委员会去年的工作效率来看，除非是他们加强工作效率，否则再花上10年的时间也无法提高大马合格选民的人数。
应采自动成为选民制
“我建议选举委员会仿效外国让已达成年年龄的公民自动成为选民，这样我们的选民人数才可以达到政府的期望。”
张念群是在周六上午出席无拉港新村的道路提升工程新闻发布会时，根据选举委员会在2009年的报告内容作出评论。出席者包括市议员李亚成和村长赖松等人。
