【当今大马】不答为何给总警长超标评估 . 张念群轰许子根本身没绩效
Member of Parliament for Serdang Miss Teo Nie Ching questioned the KPI achievement shown by KPI Minister Tan Sri Dr Koh Tsu Koon himself when he was not able to give a rational answer on how would Inspector-General of Police Tan Sri Musa Hassan score 113.8% in his KPI evaluation when the crime rate in Malaysia has been drastically increased over the past few years.
On Monday, Tan Sri Dr Koh Tsu Koon replied in parliament that Tan Sri Musa Hassan got high marks for his performance despite the country's high crime index because increased police efficiency and the implementation of Internet-connected police report system had convinced and enabled the public to make more police reports. According to him, the high crime index recorded in this country doesn't reflect the actual state of public security.
Teo refutes the claim made by Tan Sri Dr Koh Tsu Koon that the people's confidence in the police force has been increased. According to the result of an Online Survey conducted by The Ministry of Home Affairs few months ago, 97 percent of the respondents were feeling unsafe while 95 percent of the Malaysians polled felt that safety of the people was not guaranteed.
全国总警长慕沙哈山的“超完美”KPI（关键绩效指标）得分再引起非议。沙登区国会议员张念群就此炮轰首相署部长许子根，为国内犯罪率剧增寻找藉口，不肯承认国内治安不靖的事实。
她更指出，自己在国会向许子根提问时，后者还敷衍了事，形同自欺欺人。
“许子根不但没有正面回答我的提问，还顾左右而言他，并给以不合逻辑的答案，这根本就是一种自欺欺人的做法！”
如此一来，张念群揶揄道，“掌管关键绩效指标的许子根，处事手法完全没有绩效可言”，“（其）本身的关键绩效指标表现一定是很低的”。
超标得分使人对KPI失信心
张念群今天发表文告指出，政府给慕沙哈山（左图）“超标”的评估，有掩饰後者贫乏的表现之嫌。
“而许子根非但没有履行其职务，还处处维护慕沙哈山，许子根日後公布的政府部门关键绩效指标，民众还会有信心吗？”
因此她呼吁许子根，“应监督警方的处事手法，落实关键绩效指标以重整警察部队才是上策”。
犯罪率高攀，何以得高分？
也是行动党副宣传秘书的张念群指出，她曾在国会提问，国内犯罪率高企不下，何以内政部还是给慕沙哈山113.8%的超标KPI得分。
“根据报告，从2004至2008年这段期间，国内犯罪率增加了35.5%；而在今年8月1日的废除内安法令游行中，警方展开大逮捕行动，当中还扣留了一名才13岁的青年。”
“此外，再加上过去警方一连串的不公平扣查事件，包括干涉霹雳州议会事件、使用催泪弹和水炮车对付和平示威者等，总警长的‘关键续效指标’怎麽可能达到113.8%？”
九成七民众对治安没安全感
张念群表示，倘如警队效率标青，人民应该觉得自身安全很有保障才对，然而实际情况却非如此。
“内政部网站在今年７月进行的民意调查显示，竟然有97%的民众对我国的治安感到不安全，95%的民众认为他们的安全没有保障，这说明什麽？”
许子根昨天在国会表示，国内罪案率增加的主要原因在于人民的报案率提高；而这种现象说明，人民对警方的信心逐渐提高，而国内的投报系统已经改善。
他也说明，自己虽然受委负责关键表现指标的职务，但却没有权力随意指挥执法单位。

picture on the figures, performance and reality
not withstanding
he is fulfilling the publicity role extremely
well, and it is not easy defending the
undefensible
Liverpool could use him at the moment
