Convicted British businessman wanted for fleeing jail term

Taipei, Jan. 29 (CNA) A British businessman convicted of a fatal hit-and-run in Taipei has been put on Taiwan's most-wanted list Tuesday after he fled the country using another person's passport last August.
Zain Taj Dean was put on the wanted list by the Taipei District Prosecutors Office that day after he failed to show up last Sept. 21 to start a four-year prison term.
After reviewing surveillance footage from the Taiwan Taoyuan International Airport, prosecutors found out that Dean, a British citizen of Indian descent, left for Bangkok Aug. 14 last year using the passport of a British Caucasian English teacher also living in Taiwan.
Chief prosecutor Huang Mou-hsin said prosecutors did not issue the fugitive warrant until Tuesday because they wanted to arrest the accomplice who they think might have helped Dean.
The prosecutors office has questioned the man, who legal experts said might face charges of helping a criminal escape and document forgery.
The man, identified only as David, has been barred from leaving the country.
The Border Affairs Corps under the National Immigration Agency expressed regret over the incident and said immigration officials deemed to have been negligent in their duties will be punished.
"This is ridiculous. What was the immigration agency doing? The government is useless," the father of the victim said during a brief conversation with reporters.
Dean, who served as CEO of U.K.-based NCL Media's Taiwan chapter, was convicted in July last year of the hit-and-run in which a newspaper delivery man was killed in downtown Taipei in March 2010 by Dean, who was driving under the influence of alcohol.
Dean reportedly told investigators after the incident that a valet at the hostess bar in which he had been drinking was behind the wheel of his Mercedes-Benz while he was asleep in the passenger seat. His Taiwanese girlfriend reportedly sold the car on his behalf after the incident.
Dean accused the police of collecting false evidence against him, questioned the investigators' integrity and claimed that he was being oppressed.
During his trial, the district court also found out that Dean came to Taiwan in 1998 using the name Khala Hami, and that during his stay, he was sued by Microsoft for copyright infringement.
He fled Taiwan and was put on the wanted list after failing to show up in court. He later returned to Taiwan using the name Zain Taj Dean.
