雪梨之長篇大論消費券

      Premier Liu Chao-shiuan announced that the government has reached a conclusion on the plan of consumption vouchers and aimed to begin distributing consumption vouchers before the Chinese New Year. Every citizen of the ROC could receive the NT $3,600 worth consumption voucher which has to be used to purchase products or services before the end of September 2009. The 82.9 billion worth of vouchers would be put on the list of special budget. It is estimated that the voucher plan would help raise Taiwan ’s gross domestic product (GDP) growth by 0.6 of a percentage point.

 

Brewing for nearly a month, the voucher plan finally hammered out yesterday. It is expected that the consumption vouchers would be distributed according to the unit of households, while the DPP strongly suggested that the government should give people tax rebates rather than distributing consumption vouchers. Practically speaking, everyone enjoy the benefit would be much clever than issuing by household, and it is impractical to offer tax rebates. The KMT government jumps on the consumption voucher band wagon of developed countries. It is true that the voucher plan would have a positive effect on the stimulation of the economic growth. However, the effect is just a flash in the pan, the price of today you eat tomorrow’s meal is extremely high. If the government really wants to spur our economy, the only forthright way is to stabilize the current situation, create a prosperous future, raise people’s confidence and force the stagnant savings flow from the financial institutions to consumption and investment.

 

No one could deny that we are now facing the global economic recession, but every country is in different condition. The Americans are used to spend every cent they earn, but in a time of depression, they no longer have money to spend. For eastern nations, take Taiwan as example, the capital in the financial system is inundate. People keep their properties in banks. Recently, many people even complain that banks refuse to accept big sum of fixed deposits. Therefore, for the Americans, there is no money to spend, but for Taiwanese, there is no one dare to spend one dollar. Suffer from the economic contraction, people just wan to store their money. To tell the truth, tax rebates which proposed by the DPP, means simply to distribute government funds to the public. If doing so, it would be in vain to revitalize the economy; the rebates would turn to savings and freezing bills right away. By issuing consumption vouchers, imposing people to purchase would be a good idea to stimulate the domestic economy.

 

Premier Liu plan to draw up a special statute to raise funds of the 82.9 billion funds. His response, to the question that our government use public loan to issue vouchers is equating leave a deficit to our next generation, was that to cope with the current emergency, we must adopt some special approaches, so we followed other countries to take the measure of issuing consumption vouchers.

 

The Premier’s statement points out the urgency and validity of issuing consumption vouchers, but the Premier ignored the difference between Taiwan and other countries. In economic good time, other countries didn’t fritter away their financial resources, while Taiwan squanders money on elections for years. Especially during the time when DPP is in power, they misused the title of “special budget” to issue public loan, intentionally evade the limit of public loan. Consequently, our government’s debts rise up. Originally, base on the Budget Act, special budget is exceptive unless it is the final resort. According to, eighty three article of The Budget Act, in any of the following circumstances, the Executive Yuan may, outside of the annual general budget, propose a special budget: 1. National defense emergency facilities or war. 2. Major national economic event. 3. Major calamities. 4. Major political event that takes place irregularly or once every few years.

 

Among the four conditions, the fourth term is flexible. In the past few years, special budget has been normalized. No mater the affair is, as long as it is short of funds, the government would turn to the approach of set up special budget. The most frequently used reason is “Major political event that takes place irregularly or once every few years.” This time, the reason our government use to propose a great sum of special budget to issue public funds and disburse different types of expense, including the consumption voucher, should be “Major national economic event.”

 

 Fairly speaking, it is necessary to set up special budget to issue public loan for save our economy. Nevertheless, the problem is Taiwan has been in a condition that sends out government loans to cover the expenses of social welfare and personnel. In the same time, we spent the property to enjoy pleasure, scatter the money away for years. Hence the total remaining sum of our government’s loans snowballed from ten of billion dollars to over four trillion, even turn to nearly five trillion on the present.

 

 This problem is similar to the fable “A Boy and False Alarms”. In former days, even it was not necessary to set up special budget, the government used the name in order to win more votes. This time, we really confront economic crisis, in need of the special budget while our finance is crushing.

 

When the KMT government issuing the consumption voucher, they should ponder over our financial black hole, figure out measures to halt it from expending. Otherwise, although the government distributes the vouchers for the purpose of save our economy, the finance deficit is worsening. I wonder if President Ma and Premier Liu know that the profit and loss is balanced in doing this way, their achievements in ruling would be in vain.
