12年國教又劃餅(Nicole)
12-Year Compulsory Education, is it in vain?
Su Jen Chang, the president of Executive Yuan, yesterday propelled 12-year Compulsory Education, which aims to abolish the examination when student enter senior high school in 2009. He also had a strong wish enforcing this policy in senior high and senior vocational school from this year, including shortening the tuition fees between public and private school, communalizing, and changing traditional test system. Is it really works?
From director Ju Huesi Sen to director Huang Rung Tsuen, 12-year Compulsory Education has not been down for nearly three decades. Obviously, the policy is really a hard work.
In Taiwan, the enrollment rate of junior high school has been over 108 percent, including unofficial education. Naturally, if we don’t take compulsion into consideration, the educational ratio above senior high and senior vocational school has the basement of 12-year Compulsory Education. Then, due to the decreasing number of school-aged children, the policy is predicable. However, government and politician shouldn’t take it as a slogan especially during election. Instead, they should have a concrete plan to map out.
First, have Taiwan reached the economic standard that has ability developing 12-year Compulsory Education? Do we have enough facilities such as faculty, curriculum, lands, buildings, and equipments? In 2007, national income in Taiwan is about US$13,000, compared with national income is around US$30,000 in German, Japan, and France. Their compulsory education or basic education all aren’t over 11 years. If we have no accurate analysis of finance and arrangement, the policy may cause more problems.
Second, selective education system. Now junior high school student can enter senior high school through multi-channel school admission system such as Basic Competence Test and recommended admission. If enforcing 12-Year Compulsory Education, it just postpone the learning pressure of junior high school student and selective education system to senior high school. Without breakthrough and better alternatives on current education, student’s pressure couldn’t be released, only extended.
Third, reasons. If current selective educational system and educational system don’t settle down, it may cause more problems such as curriculum, cram schools, large class size and large school size, crimes, low interest in learning and every kind of violence. Without solution from basement, it may attribute to more problems in the future.
Forth, during the decreasing tendency of school-aged children, how to promote the quality of education is the most important thing for government to consider. In 2005, Council for Economic Planning and Development estimated there is a decrease about 10,000 students in senior high school from 1070,000 to 970,000. Considering population and educational resource, government should transform student’s quantity into quality to meet people’s need.
Furthermore, for 12-year Compulsory Education, Ministry of Education had extended senior vocational education in the past, but the policy didn’t obtain positive support. It’s inappropriate to use senior vocational school as experiment to enforce 12-year Compulsory Education. Not only senior vocational education and low-income families, Ministry of Education also has to take senior high school as experiment. And government also need to understand traditional culture of star schools such as Taipei Municipal Jianguo High School, National Taichung First Senior High School, National Tainan First Senior High School, Taipei First Girls’ High School, National Taichung Girls’ Senior High School, Kaohsiung Municipal Girls’ Senior High School, Kaohsiung Municipal Senior High School, and National Tainan Girls’ Senior High School. If Ministry of Education transforms selective school system into 12-year Compulsory Education, do those star schools have more disapproval?
Eventually, every director all have projects with different names, and now named National Basic Education. It’s said extending educational year should explain compulsory education, national education, or basic education. After all, the above are different from concept, type to expense distribution, application. Government should afford all educational expense of compulsory education. But speaking of basic education, expense isn’t sure all afforded by government.
To sum up, I don’t have prejudice against 12-year Compulsory Education. But without the key point on this policy, it’s in vain.

這樣的字可能會powerful一點

再多加一些字會比較好
