12年國教畫大餅(MICHAEL)
According to yesterday’s administrative report at Legislative Yuan , Premier Su Tseng-chang will aggressively promote 12-year civil education and hope it would be triggered from this year so as to shorten the tuitional distance between public and private senior high schools , integrate senior high schools with local communities , change examination system . Also , government planed to reach the goal that students could enter senior high shools without examination in the shortest time in 2009 . However , this seems a slogan again . For further explanation , see below .
From Minister Zhu Huisen to Huang Long-tsun, these successive Ministers of Education did not successfully extend civil edution to 12 years in last 30years . Apparently it is seriously difficult to lengthen civil education .
In Taiwan , the entrance rate of senior high school has exceeded 108% , non-regular educaton institutes are included . As a rule , without considering the mandatory strait of education , Taiwan has already set the cornerstone of 12-year civil education because the educational backgrounds of people in Taiwan are beyond senior high school in a certain proportion . Then , the population in school age will decrease year by year in the coming future . So the prolongation of 12-year education is foreseeable . However , this extension should be more than slogan . Contrarily , government should launch exact policies and programs rather than take turns to consume this educational issue in every election .
To begin with , does Taiwan’s economic developing level have enough economic capability to propel 12-year education ? Are the teachers , programs , land , schoolhouses and facilities sufficient to extend the period ? In 2007 , the average income of Taiwanese was some 13,000 US dollars , and German , Japan and French reached about 30,000 US dollars . But these countries’ civil education and basic education do not exceed 11 years . Therefore , without categorical financial analyses and administrative programs , abruptly prolonging civil education will arouse more problems .
Secondly , speaking of extending civil education , government should show a concern for the problem of entrance system . In nowaday’s multiple entrance programs such as sreening test and The Basic Academic Competence Test , if civil education is prolonged to 12 years this would simply stretch students’ learning pressure and extrance problems to senior high schools . Without breakthrough and better projects to substitute present entrance system , students’ learning pressure would be just lengthened to the future without relief .
Thirdly , what is the reason to extend civil education ? Without present problems of entrance and educational system being solved , the problems deriving from course arranging , extracurricular tutoring , unsufficient educational resources , crime committing , low learning motivation of students and campus violence would increase . If government insists to prolong civil education without solving nowadays’ systematic problems at the root of education , the bumps on the road of education will posibly become more .
Fourthly , the population in school age is diminishing . To think how to raise educational quality is government’s first assignment when we meet the diminution of population in the future . In 2005 , Council For Economic Planning and Development estimated that there were about 1,070,000 students in Taiwan’s senior high schools , but the number decreased to 970,000 in 2006 . There were about 100,000 students reduced in 5 years . As far as demography and educational resources are concerned , government should raise educational quality to flatter the need of citizens , instead of increasing the quantity of students .
Additionally , Ministry of Education focused on vocational education to extend civil education in the past , but it failed to obtain any support . Especially , Ministry of Education had a inappropriate demonstration when it carried out an experiment on vocational education to enforce 12-year civil education . In other words , if the officials seriously intend to experiment or implement a trial project on 12-year civil education , they should take general high schools as objects , not only vocational high schools and the low-income . However , realizing the elite senior high schools with excellent traditions like Jianguo High School , Taichung First Senior High School , Tainan First High School , Taipei First Girl’s High Shool , Taichung Girl’s Senior High School , Kaohsiung Municipal Girl’s Senior High School , Kaohsiung Senior High School and Tainan Girl’s Senior High School is really important when conducting the experiment on 12-year education program , at that time , would the voice of protesting shouted by these school be louder ?
The last but not the least , the schemes and titles proposed by successive Ministers of Education were variable , and nowadays’ is basic education of citizen . In other words , for extending the period of education , the type should be exactly defined – Is it compulsory education , civil education or basic education ? After all , the educational types above are different in educational concepts , types , budget distribution and application . In compulsory education , government is responsible to all of the educational budget . But in basic education , it does not have to afford all .
In a nutshell , I do not intend to curse the policy of extending civil education . Without clearly defining above problems , announcing the start of extending civil education is just a slogan .

還是都可以阿??
雖然我看不太出來什麼文法的錯誤
但是感覺你這篇翻的比上一篇好耶
不過最後用curse乍看下還真巧妙

我在教育部辭典查到的是compulsory education
但是我沒有照他講的用
因為到後面要翻三種
義務教育、基礎教育、國民教育
如果把國民教育翻成compulsory education
那我到後面三種教育的時候
我就會陷入老狗變不出新把戲的囧境

可是我看到的一般文章用法是US$13,000
2.我查到的國民義務教育也是Compulsory Education耶~
是上教育部網站上看到的,不過我就直接用那個名詞了。
因為其他三種用法我硬寫了其他名詞,你可以去看看,哈~不過不知道對不對。
3.麥可你的寫法跟我的差好多攸,很多字都是我沒想到的。

trigger這個動詞通常是指某事某物引起的後果
用來當"開始"似乎不太合原意耶
最後唱衰(你用的是curse)
我覺得太強烈
因為他並沒有說髒話
所以不太吻合喔
