Extending national education is swaggered again

12-year-national education plan for shortening tuition difference between pubic and private senior schools,
transforming senior high school into community type, altering examination system, and achieving the goal to
be excused form an examination to enter high schools, all reported by the Executive Yuan minister Su Zhen-chang
policy report which is hoped to start this year at the Legislative Yuan yesterday.

The ratio of junior students entering senior high schools is over 108%, which includes informal education.
Extending national education is predictable with the base of high senior high education enrollment
(includes volunteer or not) and consideration about reducing popularity in the future. However,
government should have more specific policy plan rather than swagger this during election.

To begin with, Taiwan economic development achieves the economic ability to afford 12-year-national education
which requires enough teachers, courses, lands, school buildings, and equipment should be considered.
Germany, Japan, and France national or fundamental educations are under 11 years with average GNP US 30,000.
Taiwan 2007 is average GNP US 13,000. Explicit financial analysis and policy scheme is required, more problems
will occur if 12-years national execute rashly.

Next to go would be, consideration of systems to enter high-level schools. Present multi-channel school
admission system, junior high school students may choose to enter higher-level school through schemes
of application, recommendation, or through entrance exam. Without smashing enter system or substitute project
for 12 years national education, students’ pressure will be extend not solve.

Thirdly, what is the purpose for extending national education? The issues that mentioned on last paragraph will
result such problems of course, cram schools, big classes/schools, student criminal, reducing motivation,
or even school violence. Ignore the basement of education system problems and extend national education,
more misgivings will be produced in the future.

Fourthly, Government should ponder on how to raise education quality when in the trend of reducing education population.
Council for Economic Planning and Development in 2005 estimated that senior high school students from 1,070,000 to 970,000
on 2005 to 2006, decreasing about 100,000 people in 5 years. With demography and education resource consideration,
Government should change expanding student amount in to level up quality that can meet nationals’ need more.

Besides, Ministry of Education was extending vocational education as mainly way to extending 12-year national education
which does not to face squarely. Especially conducted this experiment is bad model; this should include
senior high schools not only vocational education and low-income. Many prestigious schools will rebound
for canceling system of entering high school. Such as Jianguo High School, Taichung First senior High School,
Tainan First Senior High School, Taipei First Girls High School, Taichung Girls’ Senior High School,
Kaohsiung Senior High School, Kaohsiung Girls’ Senor High School, and Tainan Senior High School
are having good school tradition and spirit.

The last bur not the least, expending education should explain which title is: compulsory education, national education,
or fundamental education. Every Education Minister has different title and project, national education is adopted now.
Different type educations present different education concept, kind, funds for operation, and applied way.
Government should take all compulsory education expense, and take a part in fundamental education.

To sum up, I am not pessimism for this education policy; key problems not solve and announce to execute extending national education.
It is just swaggering.
