桃園縣實施與愛心有約家庭志工活動

台灣在1991年通過志願服務法後,積極倡導志工精神,但是台灣步入高齡社會,出現少子化現象,父母忙於將子女參加各項補習升學及才藝技能,新一代不懂得群體互動與社區的服務付出,社區參與出現斷層,尤其台灣近年騙術陷阱幾乎草木皆兵,人與人信任感疏離,影響到志願服務推展。
因此,桃園縣積極推動志工家庭,透過資源整合,推出「與愛心有約」系列活動,今年6月開始獲得43個學校,超過2萬個家庭響應報名參與,7至10月親子開始利用暑假期間從事志工,有效改變下一代行為。其中就整合政府和民間資源的經驗,提出分享。
這一項學童志願服務紮根,活動目標在三個月內,提升孩子榮譽感與自信心,除了考試第一,作家事與服務別人也可以得到獎勵。這是台灣首創全面性試辦愛心志願服務護照,將志願服務往下扎根,尤其鼓勵從在家庭作家事開始,再往外從事社區服務,鼓勵孩童分擔家務事和學習參與公共事務。這項活動,特別獲得桃園縣地區10個國際扶輪社的經費聯合贊助與地方縣政府的共同支持。
與愛心有約服務護照,以記點積分制,分成家事參與、校園服務、社區關懷與公益專案等四大項,應用得自學習心理學與社會心理學的原理,採正增強(感謝回饋動作)與逐步養成原理,父母學習有效的家庭管理方式,以減少其子女的反社會行為。
家事服務,有洗碗、掃地、整理垃圾、整理廁所、整理房間等,由家長採記認證點數。社區關懷擔任服務活動志工、打掃馬路或社區環境、參加社區活動、參觀社福機構、陪同老人聊天或服務、公共場所讓座等。公益專案則由政府和扶輪社共同策劃大型服務活動,讓親子參加,例如有捐書日及淨灘環保日等活動,讓小學學童過了一個不一樣有意義暑期生活。活動獎勵分成個人、家庭與學校三部分。學童個人在三個月期間累積服務點數達300點以上,都可以獲得縣政府頒發榮譽狀,且社會服務點數必須佔20%以上。各校服務總點數最多前三名學童及家長並頒贈志工家庭榮譽狀,學校老師熱心參與,也可以獲得政府教育局公開表揚。除了個人努力的師生與家庭得到獎勵。另外設團體比賽,各校點數最高班級,頒發獎金,學校比賽,由政府獎勵。本活動系統化引導與激勵學童,開始參與家事與關懷服務活動,以促進志願服務之紮根傳承,更重要整合不同資源,有效開創志工桃園之願景。

1.前言
1.1 2001年,台灣立法公佈施行【志願服務法】,將志願服務行為可以列入升學、就業的部分成績計算,男生還可以優先服相關兵役替代役,積極鼓勵鼓勵民眾參加志願服務。法律明訂志工權利、義務、運用單位權責、激勵等系列規範,已明顯改變部分台灣民眾從事志工的動機和行為,尤其是下一代從事志工。
1.2台灣社會面臨高齡化與少子化現象。台灣育齡婦女的平均生育數已由1950年代的5人降至1.3人,與日本並駕齊驅,比美國之2.0人、法國之1.9人低了許多,預估將降至1.2人,目前臺灣育齡婦女生育數已是全球最低。少子化除了衝擊學校與教育,另外由於家中往往只有一個孩子,眾人寵愛在一身,父母花錢提供最好的物質給孩子,造成孩子使性又不知感恩,行為偏差,影響將來健康社會之運作。
1.3桃園縣的志願服務許多創新方案的推動,都獲得政府、媒體和社會大眾普遍的迴響和肯定,對鼓勵桃園地區民眾加入志願服務,有明顯具體成效,例如:推動青年志工專案的-柯南志工(日本名漫畫偵探少年偶像)、協助改變派出所服務形象-婦女警政志工、協助學校交通安全與照顧的-教育志工團、協助外暨大陸配偶-新住民輔導志工等。志願服務組織受到倡導與激勵,活力無限,整合協調機制漸具雛形,成果看得見。但是如何鼓勵下一代參與社區關懷服務行列,播灑愛心種子,讓志工精神得以延續,尤其是如何整合不同資源,包括政府、民間社團(扶輪社、獅子會、社區團體等)和企業部分,落實社區照顧和倡導志工主義,的確是NGO部門的一大挑戰。
2.桃園縣志願服務發展
2.1 台灣發展志願服務統計:93年社會福利服務志工總計服務641.2萬人次,552.8萬小時,平均每一志工每週服務2次及1.6小時。至各類別志工隊及志工截至九十三年五月底之統計,志工隊達5,087隊,人數達399,531人。桃園縣社會福利、教育、衛生、警政、消防、環保、民政、地政、稅務、體育等類別之志願服務運用單位(登記有案之團體)共654個,人數27,598人。志願服務法通過後,三年來桃園志工人數增加了11,314人,成長70%,運用單位由254隊到目前654隊,成長158%;桃園縣人口將近200萬,志工服務時數30.9萬小時,志工參與率平均每萬人口之志工人數24.5人。
2.2 推動志工家庭的動力-教育志工團。桃園縣教育志工有250運用單位,教育志工人數:10,399人,其中包括交通志工:4,004人,晨間志工:2,428人,合格志工4,303人,待受訓志工6,096人。男性 1,931人、女性 8,468人。服務對象:公私立國中65校,學生人數93,028人;國小184校,學生人數179,722人。服務範圍:全縣各國民中小學校校園、兒童及各文教機構等。服務內容:交通導護、晨間、品格、讀經、圖書、輔導、環保、資訊、其他,相當複雜且具有挑戰性。
2.3 教育志工聯盟:2003年9月份成立桃園縣各國民中小學校園志工輔導團暨教育志工聯盟組織,協助推展桃園縣各項教育志工業務。桃園成立教育志工輔導團及教育志工聯盟,招募各校志工菁英成為主力幹部,讓志工參與決策及負責方案執行,確立團隊領導運作模式。教育局有系統大量安排輔導團服務成長課程,有效的投資作為,不僅累積這些志工幹部領導推動志願服務的能力,更積極導入需求,提升士氣,產生認同感,達到立法目的「低度管理、高度自治」的理想。這些志工領導人才,成為以後推動志工家庭的主力人員。
3.資源整合及執行過程
3.1 目的:親職訓練治療(Parent training therapy , PTT),根據行為取向之家族治療學者發現,PTT是唯一被證明能有效改善偏差行為的處遇方案。父母學習有效的家庭管理方式,以減少其子女的反社會行為,青少年負向情緒和歸因,隨著親子行為改善而有所不同,造成孩子偏差行為的主要原因存在於社會環境中,而不是孩子心理,社會學習方案,教父母如何鼓勵孩子符合社會期望的行為。1989選擇桃園市小學試辦,初步成效獲得肯定。本方案希望強化民眾主動參與公共事務之意識,鼓勵兒童及青少年從小關心社區,培養社區營造生力軍。系統化引導與激勵學童,暑期期間開始參與家事與關懷服務活動,以促進志願服務之紮根傳承,並期能培養志工家庭之健康身心,與建立團隊合作的互助精神,結合社會資源,開創志工桃園之願景。
3.2實施原則:
3.2.1人性本善「信任」原則:由學童自行填寫參與實做紀錄,簽 名認定:家中父母、學校老師、公益社團負責人、社區主委、里長等簽名,學校導師認定之。
3.2.2家庭同步「參與」原則:請參加的家長,依照訂定點數認定 標 準,和孩子約定、討論,每週總結一次,提供適當的獎賞。獎賞方式可分為下列數個項目,包括食物、零用錢、與父母相處的特定時間、特權、家裡的資源和其他需花錢買到的東西,以符合各個家庭不同的資源和價值觀。(所謂家裡資源,指各個家庭所能負擔的獎賞方式,或是只提供一些便宜或非金錢所能購買的獎品)。
3.2.3多元獎賞「激勵」原則:獎勵宜達到真正激勵目的,採多元多重性質,讓學童在每達到一定標準時,都能受到適時的鼓勵。
3.3 經費來源:全世界都有扶輪社組織,扶輪社今年主題為「超我服務」,正是志願服務的精神,桃園縣就有30多個地區扶輪社,很熱心推動社區服務,「與愛心有約」志工家庭親子系列活動,立即獲得桃園縣10個扶輪社同意贊助支持新台幣20萬元,另外,桃園縣政府也同意補助60萬元整。
3.4 推動期間:「與愛心有約」學生服務護照,6月獲得社會局與扶輪社支持,預計以今年暑期7.8.9.三個月為試辦第一階段,10月16日截止統計,10月26日表揚學生個人,11月26日縣政府頒獎表揚團體及志工家庭。因為學童服務護照繼續登記到12月30日止,再檢討擴大第二階段至所有學校。
3.5活動對象:預估20,000名學童參加。6月15日起至30日止,採學校團體報名,額滿為止。設計能達到家長與學生一同參與志願服務之目的及從小教育學童志願服務之精神,第一階段以志願參加之學校、家長和子女為對象。報名結果有共計三十四所學校23,000名學童及家長投入。
3.6 方案內容:鼓勵學童做家事、校園服務、社區關懷、公益專案參與等點數計算。學童服務計點標準表:
3.6.1 校園服務(每20分鐘以1點計):愛心服務-協助低年級老師照顧學生及處理相關事務。圖書整理:協助圖書志工媽媽借還書,整理圖書(上架、修補),協 助圖書盤點。教俱整理:協助教俱歸還分類、擦拭、盤點。環保小尖兵:協助校園整潔活動(包括資源回收),整理社區資源回收物。環境美化:協助環境佈置、海報製作、校園植物花草認養維護等。保健小天使:協助護士作各項檢查前準備工作,協助健康中心器材整理。
3.6.2家事參與(每項家事以1點計):家事服務,例如:洗碗、掃地、整理垃圾、整理廁所、整理房間、拖地板、清洗衣物、整理庭園、餵食寵物、照顧弟妹、陪爺爺奶奶(散步搥背)等,家事服務採每日登記累計,由家長認證之。家長可依子女參加核定點數多少,作為每週零用金數額或鼓勵,請勿扣錢,儘量以獎勵代替責罰,正向鼓勵增加孩童自信和興趣。低年級幼童服務項目可另外編定,酌增加生活自理項目鼓勵之。
3.6.3 社區關懷(每10分鐘以1點計)
社區關懷例如:擔任服務活動志工、打掃馬路或社區環境、參加社區活動、參觀社福機構、陪同老人聊天或服務、公共場所讓座等。每天點數以15點為上限,無法陪同參加,可請學童兄姊(成年)或長輩親友帶領。親子同行加點數,每次另加計3點。
3.6.4 公益專案(每一活動以20點計):公益活動,以桃園縣校園志工網站正式公告活動為主,網址:http://traffic.tyc.edu.tw/work/。
3.7激勵辦法。分為學校團體獎、班級團體獎、學童個人獎三部份。「學校團體獎」,參與學校以班級數規模大小分三組競賽,51班以上、13班以上50班以下、18班以下等,最後依學校學生服務總積分總點數除以學生人數的平均值高低做為評比依據。成績優等學校,由政府公開獎勵,並頒發獎金。學童「個人獎」獎勵。個人服務點數分別累計300.500.1000點以上,都核頒志願服務縣長獎狀,上述獎勵,包括家事參與、校園服務、社區關懷均具備,且社會服務點數佔20%以上。各校評定服務總點數最多學童前三名(不分年級),接受縣府表揚,頒發志工家庭榮譽狀,家長並頒贈志工家庭獎。
3.8 公益專案活動:
3.8.1「捐書日」:透過桃園扶輪社合作的「捐書送愛心」社會服務活動,由學生將家裡的舊書本整理分類,在指定時間由家人協助將書載送到各鄉鎮公所,再由扶輪社友與教育志工在現場受理,最後整理轉送給台灣東部偏遠地區學校。
3.8.2 「淨灘」環保日:透過與縣政府環保局合作,於10月1日星期六上午,在桃園海邊辦理淨灘清潔活動,當天來自各校家長和學生共計720名參加,可獲得服務認證20點,為大地作環保,而且親子共同參加非常有意義。
3.8.3 健康大會師:透過與縣政府衛生局合作,鼓勵親子報名參加健康闖關趣味競賽活動,活動已有超過7000人報名,其中有五分之ㄧ為志工家庭1000多人組隊參加,寓教於樂,可以學習健康知識,也促進親子感情。
4.結論Conclusion
4.1社會力建構。推行社會福利措施,關懷民眾福祉,解決民眾困難 雖是政府的責任,但如何結合廣大社會資源,鼓勵民間團體組織參與,共同合作照顧社會上每個角落真正需要照顧關心的弱勢者,考驗一個的公民社會素養與社會力的發展。社區組織的能力建構,是落實社區照顧的要件,培力輔導志願服務組織,鼓勵更多的人加入志工行列,就是建構社區能力最佳途徑,也才能減輕政府無限上綱的負擔。但是如何將公民素養從幼小學習階段,透過親子參與,塑造志工家庭,推至社區,才能發揮社會力。
4.2目前兩岸三地最新型態的詐騙方式層出不窮,阻斷人際關係善良信任交往,尤其歹徒以電話恐嚇家長揚言綁架孩童,要家長匯款擺平,這雖是一種歹徒利用父母及親人擔心子女安危心理的詐騙手法。但也因而提醒了家長,必須更加關心子女在外的安全,進一步為了避免子女被騙、被害或被綁架,反而過度保護孩子,不敢讓學生參加社區服務,多少影響本方案之效果。但是本活動多少已正面引導父母帶領孩子走出陰影,畢竟社會還是有溫暖。
4.3資源連結整合。本方案第一次將熱心公益的扶輪社資源(公共形象及經費贊助)導入志願服務領域,同時跨部門整合了縣政府教育局(學校獎勵動員)、社會局(社區方案及經費補助)、環保局(淨灘公益活動)、衛生局(健康促進活動),以及民間志願服務團體:教育志工聯盟(人力支援和方案連結)、桃園縣志願服務協會(企劃協調和資源整合)等不同領域資源,是一次難得的合作經驗。
4.4行為改變建立信心。預估至少1000位可以領獎,許多家長借力使力,感謝主辦單位用心,讓他們的孩子主動積極願意參與家事服務,還可以被鼓勵與肯定。將活動時間延長至年底,是希望有更多學童因服務而獲得榮譽獎勵,進而肯定自己價值並建立信心。
4.5桃園縣志願服務的發展面臨困境,應該和各縣市大同小異,台北市政府社會局指出:「在國家財政日漸困難時,實難寄望政府在經費人力上能再完全充分補助,政府角色勢必也將從資源分配者轉為資源創造者,設法將有限的資源創造出更大效益。如何與民間建立信任的夥伴關係,運用民間組織之自主性與彈性,在人群服務上創造雙贏,值得政府再做努力。」
In 1991 Taiwan initiated a volunteer spirit under the voluntary service law. Due to the decrease in number of children per household, parents focused more time on enrolling them in supplementary lessons, building talent and skill. In response, the new generation became detached from the community and participation because of the decrease. In recent years Taiwan has had a loss of public spirit and trust, leaving less and less people willing to volunteer.
Therefore, the Taoyuan County began a program starting this June to motivate families to volunteer through a series of activities about compassion. 43 schools with more than 20,000 families registered for the participation schedule to last until October, using their summer vacation to participate in effectively changing the next generation.
The project with school children volunteering begins to take root. The goal is that in three months the program will promote the child's sense of honor and self-confidence. The family and others will also be rewarded. This will be Taiwan's experiment to set up the “voluntary service passport” so that volunteers will be encouraged to make the family engaged in the community service from inside out, as well as teach children to share in housework and study in the participation of public affairs. This project, especially obtains funds both from 10 international rotary clubs and government in Taoyuan County.
The voluntary service passport, uses the score system, divides voluntary service into 4 major aspects, such as the family work participation, the campus service, the community concern and the public welfare special project. It applies from the study psychology and the social psychology principle, uses the principal of strengthening (thanks back coupling movement) and gradually development, the parents studies the effective family management way to reduce its children's counter- social behavior.
Family work service, for example: Washes the bowl, sweeps the floor, reorganizes the trash, reorganizes the restroom, reorganizes the room, mops the floor, cleans the clothing, reorganizes the garden, feeds the pet, looks after the siblings, accompanies grandfather and grandmother (to take a walk or give a massage) and so on, giving scores by the parents. The community concern such as: participates the service as volunteer, cleans the street or the community environment, participates the community activities, accompanies the old person to chat or the service, offers one's seat to somebody in public and so on. The public welfare special project is promoted together by the government and the rotary club, and to let the family to participate. For example: the contribution of books and the protection of the beach, which let elementary school children have a significant and meaningful summer. The activity rewards is divides into 3 parts: individual, family and school. Children who accumulate the service points more than 300 within 3 month, with 20% of social service, can get a certificate of award from the county government. The top 3 high scores families in every school can get a certificate of award of volunteer family. Teachers who actively participate can also get public award from the education department in the government. There also has group competition. The highest score class in every school can get scholarship from the rotary club. School also holds different kinds of competition award by the government. This project aims to lead and reward children to participating in house work and social welfare and to take root for volunteer. The most important is to use different kinds of resources to develop the future of volunteer in Taoyuan.
The first experimental stage of the project is supported by parents and schools. There will have a public award on Nov. 16th. The project will be prolonged until Dec. 30th. The education department will promote the project into every school next year. The second stage “passing the compassion” will be expanded into junior high school students.
1.Preface
1.1 In 2001 Taiwan initiated the volunteer service law. The volunteer service behavior is included into partial result of entering a higher school or the employment. Meanwhile, male may first take the correlation military service to substitute the army. It positively encourages the participation in the volunteer service. The law set series of standard on volunteer’s right, voluntary, utilization unit power and responsibility, which obviously changed the motive and the behavior of the partial Taiwan populace to be engaged in the volunteer service, especially the next generation.
1.2 Taiwan is facing the phenomenon of elder society and decreasing number of children per household. The average birth number of Taiwan woman of child-bearing age's has fallen from 5 people in 1995 to 1.3 people, kept pace with Japan, much lower than US 2.0 people, and French 1.9 the people, which is estimated that will fall to 1.2 people. Now the birth number of Taiwan woman of child-bearing age is the lowest in the world. The decrease number of children per household has pounded the school and the education. Moreover, numerous people spoiled their only child. The parents spend and provide the best for the child, which making the child doesn’t know how to be grateful, and behavior improperly. It will affect the operation of healthy society.
2.The development of voluntary service in Taoyuan County
2.1 Promote the motive power of the voluntary family - the voluntary educational group. There are 250 voluntary educational groups in Taoyuan County, including 10,399 people. Traffic volunteer: 4,004 people, the morning time volunteer: 2,428 people, qualified volunteer: 4,303 people, undergo training volunteer: 6,096 people. Male are 8,468 and female are 1,931. Service object: 65 public or private junior high school, and student's number is 93,028; 184 primary school, student's number is 179,722. Service range: All campus of middle and primary schools of the whole county, children and all organizations of culture and education,etc.. Service content: traffic protecting, morning, character, reading books , coaching, environmental protection , information , others. These are quite complicated and challenging.
2.2 Voluntary educational alliance: The voluntary educational alliance and assistant organization of middle and primary schools were established in Taoyuan County in September of 2003 which helps to promote voluntary educational service of Taoyuan County. The voluntary educational alliance and assistant organization recruits volunteer elites from every school to become main cadre and let the volunteer participate in decision and responsible for carrying out the scheme to establish the leading operation way in the group. The bureau of education systematically arranged courses with effective investment, not only accumulating the cadre’s ability to promote the voluntary service, but also actively increasing the demand, improving morale, producing the sense of admitting, achieving the ideal of the legislative purpose ' less management, more autonomy '. These talents volunteer with leading ability are the force to promoting the voluntary family.
3. Integration of the resources and progress of carrying out
3.1 Purpose: Parent training therapy ( PTT ), according to a family treating of the behavior orientation scholar, PTT is only proved therapy to effectively improve the deviation behavior. Parents study the effective family management method, in order to reduce the antisocial behavior of its children. The reason of negative mood of teenagers changes with the improvement of interaction between parents and them. The main reason that causes child's deviation behavior exists in the social environment, but inside the child's psychology. The social studies scheme, teaches parents how to encourage children to accord with the behavior that the society expects. 1989 chooses the primary school of Taoyuan County to practice as an experiment, the preliminary effect obtains affirmation. This scheme hopes to strengthen the consciousness of people to participate in the public affairs voluntarily, encourage children and teenagers to care about the community while as a child, and train the community to build fresh power. It lead and encourage students systematically to begin to participate in the family house works and care service activity during summer vacation, In order to promote the taking root and passing on of voluntary service, and a health body and mind that can train the voluntary family, also with the spirit of helping each other of establishing the cooperation in group, combine social resources, to open a future for voluntary service in Taoyuan County.
3.2The practice principle:
3.2.1 Principal of ' believes in ' human nature of good: The pupil fills in participation record by oneself, signs and asserts; parents, teacher, public non-profit corporation director, community committee, signs and asserts it.
3.2.2 Principle of ‘participation’ of family simultaneously: Parents who participate in, assert the standard according to stipulating and counting, and discuss with the child, summarize once every week, and offer the proper award. Awarding can be divided into the following several projects, including food, pocket money, specific time to with parents, privilege, resource and other things can be bought by money, accord to each different resource and values of families. (The so-called family resource, mean the awarding way that each family can afford, either something cheap or something that the money can’t bought).
3.2.3 Principal of ' encourages ' of diversification: In order to achieve the goal of really encouraging and rewarding, adopt diversified and multiple method, to let pupil while reaching certain standard each time, can receive the encouragement properly.
3.3 Source of the funds: There are rotary clubs all over the world. The theme for rotary club this year is ' altruism service ', which is exactly the spirit of the voluntary service. There are more than 30 local rotary clubs in Taoyuan County support and promote community service enthusiastically, ' Have an appointment with the love ', one activity of the voluntary family serial, immediately got support and funds from 10 rotary clubs of Taoyuan County with 200,000 NT dollars. In addition, the Taoyuan County government agreed to subsidize 600,000 NT dollars
3.4 During promoting period: The student service passport for ' have an appointment with the love ' got the support from the bureau of social affair and rotary club in June. It is estimated in June, August and September this year to run the first stage as an experiment, stop to gather the statistics on October 16th and to reward the student individually on October 26th, reward voluntary group and voluntary family on November 26th by county government. Because the students will continue registering service passport until December 30th, there will be a self-criticism and expand the second stage to all schools.
3.5 Activity objects: It is estimated that 20,000 students will participate in this project. From June 15th till the 30th, it will adopt the school group registration, and stop when the amount if full. This project hope can achieve the purpose that let parents to participate in the voluntary service with student and educate students the spirit of voluntary service. The first stage aimed at schools, parents and children to participate voluntarily. It ended up 34 schools, 23,000 students and parents participated in this project.
3.6 Activity content: The goal is to encourage students to participate in family house work, campus service, community's care, public non-profit project etc. and use point to calculate. The standard form of student’s service counting is as follow:
3.6.1 Service in the campus (every 20 minutes for 1 point): Compassionate service: help the lower grade teacher to look after students and deal with the relevant affairs. Collating books service: help voluntary mother to run the affair of borrowing and returning the book, put the books in order (putting on the shelf, mending), help the books to make an inventory. Collating teaching aids service: help to return and classify, polish, make an inventory of the teaching aids. Volunteer of environmental protection: help to the campus (including recycle resource) and help the community to arrange the recycle resource. Embellishing the environment: help to decorate the environment, make the poster, and to adopt and maintain the campus plants etc. Little angel of the health care: help the nurse to do the preparation before every inspection, help to put the health centre apparatus in order.
3.6.2 Participation in family house work (each house work for 1 point): Family house work service, for example: wash the bowl, sweep the floor, put garbage in order, clean the lavatory, arrange the room, wash clothes, arrange the garden, feed the pet, look after sibling, accompany grandparents (take a walk and give massage)etc. to feed. The point is calculating by each day and asserting by parents. Parents can reward or give pocket cash according to the points. Never deduct the money. Try to replace punishment to rewarding. Increase child confident and interest by positive encourage. Service of lower grade child can be compiled and edited in addition, adding the project of taking care of oneself and encourage it.
3.6.3 Service for community( every 10 minutes for 1 point):Service for community, for example: Serve as volunteer in the service activity, clean the road or community's environment , participating in the community activity , visiting the social welfare organization, accompanying elder people with chatting or giving the service, offering one's seat in public etc. 15 points is the limit every day. If parents are not unable to accompany participating, can ask elder sister or brother (grow up) of students or the elder relatives and friends to lead. The participation of parents with students can add 3 points each time.

3.7 Rewarding method: Divided into school group award, class group award, and student individual award. The ‘school group rewards ', according to the size of class, dividing school into three groups of contest: more than 51 classes, under 50 classes more than 18, under 18 classes etc., Divide the total students service points by the total student’s number of one school, and compare and assess each school on the basis of the result. School of excellent achievement will be rewarded publicly by the government, and bestow a bonus. The ' student individual reward’, students will be reward a county magistrate certificate of award for voluntary service by the accumulating points of 300, 500, 1000. Participation in family house work, service for campus, service for community are all included. The community service counts for more than 20%. Top 3 students in every school (in spite of grade) will be rewarded the honor certificate of volunteer by the county government, parents will also be conferred the award of voluntary family.
4.Conclusion
4.1 Construction of social power: It is the government's responsibility to promote the social welfare measures, care for the welfare of people, and resolve the difficulty of people, but how to combine the masses of social resources, encourage the folk organization to participate and cooperate with others to really look after disable people in each corner in the society, it the test for the accomplishment of citizen and development of social power. The ability construction of community’s organization is the crucial element to practice the community’s service. The best way to construct community's ability is to assist and guide the voluntary service organization, and to encourage more people to join the volunteer. It also can help to lighten the burden of the government. In order to develop the social power, it is necessary to cultivate the citizen’s accomplishment from infant period, through the participation of parents to form the voluntary family, and then lead an impetus into the society.
4.2 There are more and more new-type swindles in the society. It seriously blocks the trustful and kindhearted interpersonal relationships between people. Especially the ruffian menaces parents the threaten of kidnapping the child by the telephone, and wants parents to remit money. This is the swindle tactics that ruffian use the worries of parents about their children’s safety. It also reminds parents to care more about their children’s safety in the society. In order to prevent children from being deceived, killed or kidnapped, parents excessively protect their children, and not willing to let students participate in the community service, which somehow influence the result of the scheme. But this activity has already led parents to lead children to go out of the shadow positively. After all, there still have warm in the society.
4.3 Integration and combination of the resources: This is the first time to lead the recourse of enthusiastic rotary club (public image and funds support) into voluntary service. It also combines county government trans-departmentally at the same time: the bureau of education (the school rewards and mobilizes ) , the bureau of social affair (community's scheme and subsidized the funds) , the bureau of environmental protection (the activity of cleaning beach) , health bureau (the activity for the promotion of health ), and folk voluntary service group : Different domain resources, such as the educational volunteer alliance (supporting of manpower and connection of schemes ) , voluntary service association of Taoyuan County ( coordinating and integration of the resources ) ,etc., This is a rare cooperative experience.
4.4 The change of behaviors and the establishment of confidence: Many parents appreciate the sponsors of the activity who let their child like to participate in the family house work aggressively and also be encouraged and affirmed. The activity is prolonged to the end of the year in order to let more pupils to obtain the honor of rewarding because of serving, and then certainly establishes one's own value and confidence.
