The Columbia Guide to Standard American English

savvy (adj., n., v.)   
 
is a transitive and intransitive verb of pidgin (洋涇濱英語) origin meaning "understand," 

an adjective meaning "smart, wise," and a noun meaning "intelligence, good sense."

All these senses are slang, but the noun and the adjective appear sometimes in Standard Informal and Semiformal writing, as well as at Conversational levels.
