Review on A Post of Piracy in Malaysia from My E-Commerce Blog

Allow me to first justify the disadvantages of pirated software:
The software can get you into a lot of trouble in lawsuit, you could in fact face imprisonment or a heavy fine, from using various type of illegal software.
Pirated software has no guarantee, warranty or refund policy. It could stop working at any time.
Pirated versions of software have a tendency to be full of bugs, they are very hard to setup and you will not be able to get access to any critical updates.
The ruin of ethics of citizens.

It is better to get rid from piracy problem. After reading the post, I wonder how long does it needs to take to banish piracy in Malaysia. Everybody knows that piracy problem is very serious and critical in Malaysia. According to the blog, our government is fighting the piracy problem through enforcement and education. Through the enforcement, policemen need to have more operations to raid companies that use illegal software as well as the illegal vendors who sell the pirated software. The offenders are all around in Malaysia, and they are in a large amount of number, notice that there are so many pirated software can be found in night markets, shopping malls, cyber cafes, and in Malaysian houses. Even though the offenders do being caught in red by the policemen, this illegal activity is still mushrooming very promptly. How sad it is for the policemen and for Malaysian citizen? By the way, we have not yet considered the matter that lots of the policemen who take bribe (duit kopi) when executing operation. Moreover, the cyber law is also weak to encounter the piracy problem in the cyber world. It seems useless to combat piracy problems, however, actions are better taken than not

The targeted groups such as professionals, companies, public and IT malls are to be educated to understand the importance of respecting Intellectual Property. My point of view is that the youngsters should be educated the most as they are controller in the future, aren't they? The importance of respecting Intellectual Property, consequences of expanding piracy problem should be instilled when they are young and let them to change in the coming days.

Every cloud has a silver lightning, may the problem can be settled down as much as possible and may Malaysia becomes better and better.

E-government in Malaysia: Its implementation so far and citizen's adoption strategies

E-government refers to the application of information and communication technologies to transform government service delivery and management processes to facilitate timelier and easier interaction between governments and citizens. The implementation of e-government in Malaysia was initiated by the introduction of the Multimedia Super Corridor (MSC) in year 1996 (YUSOFF, 2002). The aim of e-government is to reinvent Malaysia into the Information Age.

The 7 pilot projects of the Electronic Government Flagship Application are as follows:

Government to Citizen

1. Electronic Services (E-Services)
This project allows citizens of Malaysia to engage in transaction with government agencies, such as the Road Transport Department (RTD); private utility companies such as Tenaga Nasional Berhad (TNB) and Telekom Malaysia Berhad (TM) via electronic means.

 2. Electronic Labor Exchange (ELX)
It is a storage for labor market information, enable employers and job seekers to communicate on the same platform to systematic matching of job seekers to job vacancies. (http://www.jobsmalaysia.gov.my/jcs/index.faces )

3. E-Syariah
It is aims to improve the quality of services in Syariah courts. Also, this project is able to enhance the Islamic Affairs Department’s effectiveness through better monitoring and coordination of its agencies and improving the management of its 102 Syariah courts.

Government to Business
1. E-Procurement
This system enables suppliers to sell goods and services to the Government through the online environment. It has taken off with the introduction of eperolehan that all suppliers can obtain tender documents and submit bids on the internet.

Government to Government
1. Human Resource Management Information System (HRMIS)
This project provides a single interface for government employees to perform human resource functions effectively and efficiently in an integrated environment. The aims are to improve paperless human resource management capabilities and automate human resource managerial and operational processes.

2. Generic Office Environment (GOE)
GOE provides a collaborative environment where efficient communication, interact and share information across all workers in a timely manner.

3.Project Monitoring System (SPP II)
It provides a new mechanism for monitoring implementation of development projects, incorporating operational and managerial functions, and knowledge storage throughout various government agencies and statutory bodies.

Besides that, e-government also offers others services online such as renewal of driving licenses, electronic filing of income tax forms and employment opportunity. Within the 8th Malaysian Government plan, the government agencies are expected to and have launched websites as digital service portals. Companies Commission of Malaysia, Road Transport Department, the Royal Malaysian Police, the Subang Jaya Municipality and the Election Commission are examples of such agencies that have improved their services to the public by allowing inquiries and searches to be made online.

Citizen Adoption Strategies
a) Most people do not use e-government services because they have not confident to the secure system. As a result, the Malaysia government conducts security policies to protect the privacy of citizens and assuring them their personal information will be secured.

b) The e-government should be an end-user or demand driven service. For example, offer multiple languages in the website. Most of the government websites had in the past been in Bahasa Malaysia. However, there are English versions now.

c) The information provided in government website are accessibility and usefulness, make it easier for citizens’ access to the information. The Malaysia government provides citizen-centered approach that enables to satisfy every citizen.

d) Malaysia Government tries to understand what citizens need and guarantee rapid response to citizen needs to improve the service quality. Moreover, the government agencies also cooperate with private sector to enhance the type and number of services provided online.

e) Educate public about the advantage of using E-Government by organize promotional events and activities to enhance the knowledge of public towards the existence of E-government services. For example, publish the advertisement in newspaper to show them what types of services are offered.

f) Government also should provide incentives to online users such as payment discount or longer payment period to attract users continue using the online services.

E-government services provide many benefits to the government as well as its citizen. As a conclusion, Malaysia Government should adopt better strategies to attract more people to use the online services in their daily activity.
